All You Need To Know About PhilHealth For OFWs


Even, and most especially Overseas Filipino Workers (OFWs) must be able to enjoy the benefits of PhilHealth the same way as any other Filipino in the country. If you or someone in your family is an OFW, make sure they are properly registered at PhilHealth and their contributions are credited. 

Here are the facts you need to know about registration, payments, and the benefits one can expect from PhilHealth:

How an OFW may register to PhilHealth

Submit the following to the nearest PhilHealth office:

a. Land-based OFWs

  1. Duly accomplished PhilHealth Member Registration Form 
  2. 1 valid ID and other supporting documents of declared dependent (original and photocopy - bring the original for validation, the photocopy will be submitted to PhilHealth)
  3. Latest job order contract or employment contract (OEC)
b. Sea-based OFWs
  1. Duly accomplished PhilHealth Member Registration Form 
  2. Report of Employee-Members (ER2)
  3. 1 valid ID and other supporting documents of declared dependent (original and photocopy - bring the original for validation, the photocopy will be submitted to PhilHealth)
How much is the contribution?

The contribution will be based on the employee's basic salary and prescribed premium rate. 

Example: 
Php 50,000 (basic salary) x 4% (premium rate for CY 2023) = Php 2,000.00 total monthly contribution.

Where can an OFW pay for his contributions?

1. Land-based OFWs:
  • PhilHealth Local Health Insurance Offices
  • PhilHealth Accredited Collecting Agents in the Philippines
  • PhilHealth Accredited Collecting Agents abroad like iRemit, Ventaja, etc.
2. Sea-based OFWs:

The manning agency or his employer shall deduct the amount from the employee's salary and is remitted to PhilHealth. 

How can an OFW use of his PhilHealth benefits?
  • For LOCAL confinement or members and their qualified dependents:
  1. Present a valid ID at the billing section of the hospital to verify the record of the member/dependent/
  2. If the system confirms that the member/dependent is eligible, PhilHealth deductions will be applied to the bill. If the system denies the eligibility, submit the following documents right away:
    • For confinements abroad, submit the following:
      • Medical abstract/medical records/copy of medical certificate bearing the final diagnosis, confinement period, and medical procedures performed on the patient.
      • If the patient underwent surgery, submit a copy of the operative record.
      • Statement of account
      • Duly accomplished PhilHealth Claim Form 1
